Embassies don't tend to be as useful as some people make out, in countries with dodgy legal systems, where if you get into strife an embassy will be able to do little for you. That US basketball player, Brittney Griner, being a case in point. Any Irish people in Moscow should have left weeks ago so I wouldn't be concerned at the closing of the embassy there.
By all means , remove them at this stage, that's the best case scenario, no argument from me on that score. But it all depends on the situation at that point. And these Medallion's make absolutely no pretense at all about what they are designed to do....the color of the parachute proves that. They are designed solely to deny the area they land in to people, and they do this by blending in. But even when they are visible, as you mention, vibrations can set them off, so if they have been in the warm sunshine, and a shadow falls on them, it will be enough to set them off too. ( Cluster bombs, on the other hand , are designed to explode on contact, and have bright yellow parachutes to warn about their presence when they fail to explode, but even these can be triggered by the slightest change in their environment) Dropping a bomb or other explosion into the middle of them, can set off quite a few. But it's the snakes in the grass ( literally) you have to worry about. There are no easy or simple solutions to the problem.

Can't think of a precident where it has worked in the past in countries that are dictatorships (or quazi dictatorships like Russia) and even democracies.
The Germans thought that bombing Britain would cause the population to get rid of Churchill and put in place a leader who would sue for peace.
More recently the sanctions on Iraq between the two gulf wars lead to a lot general hardship and deaths (a lot of arguments regarding the actual figures) and even then the population didn't rise up. Not because they all supported Saddam, but the general graft of trying to survive and raise your family is more important to most and because they weren't certain that they would be supported by external forces after the Kurds were left swinging in the wind, and might be slaughtered by their own military for trying to.
Supposedly, the Russians have left/abondoned the Chernobyl site which they captured early enough in the war.

As military invasions go, it has been a total cock up. You couldn't quite class it as a 'defeat' yet, but it has gone extremely badly. They seriously underestimated the Ukrainians and overestimated their own abilities.
Who would have predicted on invasion night nearly six weeks ago that the Russians would make very little progress and take no important Ukrainian cities?
Even if he will not face any Court of Justice after this is all over, he will face the unavoidable truth that his master plan failed....and he will not be able to escape from that. It will haunt him, 24/7/365 until the day he dies. Fir some one like him, that will eat away at him from inside out. And he may meet something else too, if his erstwhile friends decide that the time for his replacement has come, which also at this stage has to be playing on his mind.

We 'do' know and it's all lies and utter nonsense by the Kremlin propagandists. Very few civilians in the Donbass have been killed by the Ukrainian authorities in the last few years : any that did so were invariably accidentally caught up in fighting between the two opposing sides.
All of this garbage has been instilled in the Russian public to whip up hatred against Ukraine (it's the Polish Corridor of 1939 all over again).
Not sure if it's been mentioned already but the Russians "deliberately destroyed" 50,000 tonnes of food in warehouses in Ukraine.
