He withheld the sale of those anti-tank weapons and only allowed them through following pressure from Congress.
He also only allowed sanctions under duress.
And as for threatening to "Bomb Moscow" , that's about as childish as I would have expected from him and displays the International diplomacy skills of a lobotomised puppy.
