That's probably related to Russia's decision to suspend food exports to the Eurasian Economic Union (Russia's satellite states) last week. At the time, Belarus was named as an exception. If Armenia, Kazakhstan and Kyrgyzstan give Putin what he asks for they'll probably get their allocation of food stuffs restored.
