Depends on what defines better off. Surrender or withdrawal would destroy morale. Also, as grim a fact as it is, urban warfare goes against russian forces and is in favour of Ukrainian forces. It takes many, many times more attacking forces to defeat a defensive force in an urban setting. This is why russia has seen "gains" in the South of Ukraine, due to it's flat nature, makes it hard to defend so largely Ukraine has chosen not to commit forces out in the open. If countryside is mountainous or heavily forested it helps, but I think they need to hold the cities for a variety of reasons. Yes, a lot of people are going to die, but (not being snarky) there's no sense in victim blaming, the Ukrainians themselves say they want to defend their country.
If russia is allowed walk in, it'll be damn hard get them out. Radek Sikorski said before the war if russia wanted to invade they'd get a kick in the balls, and that's what they're getting.

The retort is, well 10,000 but 140 or so million population. Yes, but people will dissent in other ways so as not to get arrested.

The cities are actually where the Russian will shed men and machines. It's the reason that Putin will not allow civilian's to leave. Even bombing them after civilian's leave would turn them into fortresses. Artillery shells cost money. He has not got the precision artillery or guided weapons that the West has. When he attacks cities his tanks will r hit with the javelin rickets that Ukraine now had. Stinger missiles mean his airforce is neutralised. Already he is losing 3 or 4 to one that losses Ukraine has. If the ground hardens it may actually hamper him now
If estimates are right and he has losses of 5k+ killed you would expect 3-4 times that injured that 15-20k, will 30-40% of them be serious injuries. Up until now he has managed to keep a lid on it. How long he can continue is the question.
There used to be tradition on the USSR when a politburo member was going to be denounced he wiuld be delayed going into a meeting. Normally the chairs at that long desk you see in the photos were placed around the top of the table.
