Ukraine has 'applied' for EU membership. The process required to have membership granted will likely take a few years as there are stringent conditions they must first meet. Ukraine is in Europe.

Europe and the EU are separate things, so no I was not claiming Ukraine as being part of the EU before the conditions have been met; in the same way that if I had said Switzerland is in Europe I would not have been trying to imply it's in the EU.

The fastest any country has gone from having their application to become a member of the EU to actually officially becoming part of the EU is 3 years. Finland applied in 1992 and formally became an EU member in 1995. So while Ukraine have formally had their application accepted the process involved is lengthy one. Probably a more realistic time frame is 10 years which is how long Poland took from having its application accepted in 1994 to officially becoming an EU member in 2004.
