I suspect a lot of these aren't NGOs at all and just private citizens who decided to drive lorries to the Polish border (hence the problems).

Apparently there is numerous international NGOs operating on the polish/Ukrainian border,this is why governments are asking to donate to the red cross rather than sending bags of clothes to Poland

Its a good question. The only thing I can think of is if the Migs are sent then they have potential to take out a lot of the Russian air force whereas the drones, despite some successes cant do that. If you read the Bayraktar drone wiki page they are a cheap Turkish built drone (built by Erdogans son in law who owns a massive arms company) but they are not stealthy, i.e they show up on radar and can be shot down by Russian air defences readily enough. There has been 50+ of them shot down in Libya in the last couple of years. Id say they are being shot down in Ukraine too, its just we are not seeing videos of it.
