One theory that could have some logic is that theyve accepted that Ukraine will join the EU. So they do a full on invasion, absolutely flatten the country, seek a surrender of Donbass & Luhansk and formally agree to Crimea. Then when that's all done the EU inherits a devastated Ukriane.
Either that, or he is trying to make Ukraine uninhabitable to seek the NATO buffer. A nuclear meltdown should do the job.

They clearly expected that Ukraine would quickly collapse (like Afghanistan to the Taliban recently), but since that hasn't happened they just seem to be resorting to their default tactic of trying to surround cities and bombard them into submission. All the while smiling through gritted teeth and pretending this was the "plan" all along.
You must be talking about states within the EU and not the EU itself then because the EU has no military.
No EU member state is going to go it alone, break ranks and mount military action against Russia as it will inevitably then become a NATO issue because any EU member state with any decent military is a NATO member.

I presume it takes time to prepare/process certain controls and limits. Likewise I presume they keep some in reserve so they can still keep hitting Russia with new stuff (this stuff has much smaller impact than earlier sanctions)
The big one is oil/gas from the EU. Obviously we can't just cut it in one go but I believe EU is going to try and phase out almost 80% of it this year. Very tough to do though. We in Europe may have to grow some WW2 spirit and have a colder winter this year.
The Swiss already closed airspace to Russian aircraft, hard to know if this is reliable? The "in order to" just sounds like it means something else?

Edit: There is nothing from the Swiss Council with the exception of a planned closure of air space in the Davos region for any aircraft during a short period in May which has just been released so think that story is false.
