Someone here might know more than I do about the subject, but I think NATO capability means they could strike with stand-off capability to stay out of S-400 range. Meaning they wouldn't need to attack Russian air defence systems on Russian soil.

Kind of widely known that Russia and Israel have an agreement in Syria. Israel don't attack Russia and Russia don't attack Israel.
Its got an upper range of about 400km, so kind of doubtful tbh. NATO enforcing the no fly zone means Russians and NATO attacking each other, and no one wins there tbh.
