There's a war on low-level every day corruption in Ukraine, most notably the police which has been completely reformed (the gendarmerie, the Berkut was completely scrubbed as it was largely in the pay of Russian influence and agents) and in the health service.
Don't be confused or naiive, yes, Ukraine has a corruption problem, but it's also a Russian problem. People who talk about Western meddling need to have their head checked, Russian oligarchs and the Russian state have been feasting on Ukraine like a buffet since the end of the Cold War.

On Ukraine joining the EU, the issue with making any kind of exception is that you're obviously setting a precedent in a number of ways.
For a start if Ukraine are in the EU, then the EU has to assist them, which drags all of Europe into this. That's not a small ask.
You also have other potential joiners who may demand "emergency" membership on the basis of the threat(s) on their borders.
On an economic level, the financial crisis showed us what happens when we ignore some due diligence rules to accept new members into the monetary union. The EU cannot just forgo the membership process, regardless of the emergency.
That said, there is likely some agreement that can be cooked up to give an emergency "transitory" membership status to a nation which provides it with access to some EU benefits like free movement of people and military alignment, but on a fixed-term basis and the understanding that it will not be automatically converted to a full membership at the end of the emergency period.
If the EU start making noises that it is likely to throw some dogs into this fight, Russia might be inclined to back off.

Take a listen to the European Commission. It's already underway, it's a crisis and Ukraine will be shuttled to the front of the queue. This is good news for both Ukraine and Europe.
