They'd be fools to buy such a deal. A neutral Ukraine by Kremlin fiat is a recipe for them to be weak and permanently weak at Russia's option - free to be intimidated, politically interfered with and invaded at the drop of a hat. Why would you cut such a deal with a proven liar and one that is just gilded vassal status?
More importantly, Russia doesn't even want them and nor will they accept them joining the EU. They want to hold the country hostage permanently, a Belarus writ large.

This isn't about NATO, this is about trying to reestablish the old Soviet Union, or at least part if it.
Putin knows damn well NATO aren't a threat to Russia, it's an absurd thought to think they are really, Russia has the largest stockpile of nuclear weapons in the world, a direct attack on them would be suicide and is not on anyone's agenda.
Problem for Putin is nobody wants to live under a regime like Russia, that's why more and more countries are flocking to the West/Nato, they want to have a decent standard of living, none of those former soviet nations or Baltics states want to go back to that misery.

I really do hope Putin's plan is backfiring on him and that he completely underestimated the worldwide opposition and backlash to his invasion of Ukraine.
However, he's also a very shrewd, calculating and dangerous tyrant who made the first move towards what could turn out to be the beginning of WW3.

And it's easy to forget, but Sweden, Austria and Finland didn't join the EU until the mid 90s after the fall of the USSR. Finland's neutrality in particular consisted of a deeply compromised sovereignty due to their balancing act and fear of angering the Soviet Union. Options such as the EU were off-limits to them. It extended into culture - books and movies that were deemed too anti-Soviet were censored. It's still deeply controversial to this day.
You'd have to think (and hope) that either the Russian elite or Russian military would move against Putin once they realise he is doing immeasurable damage to their country. One wonders how he can even survive this in fact - I can't see any scenario where sanctions are lifted or Russia doesn't remain a pariah state whilst he is still President.
My money is on Shogyu literally taking him out. This is Russian politics, and stranger things have happened. He's a soldier who is having his soldier's reputation dragged into the mud by Putin's war, is known to read a lot of history so understands the implications of what Putin is doing to the country - and looking at his face, it's obvious he's killed before.
I'm not calling for it, but I think this is a credible scenario (I say bleary-eyed at 1.40am)

Yes, you'd have to question if Putin will even still be President by the end of this year. Those crippling sanctions alone would be enough to topple many a leader.
Belarus is in the poor-man's NATO, the CTSO. So any operation against Belarus is in effect an operation against Russia.
