Given that the Ukrainian Air Force is evidently still flying, albeit evidenced by recent video of them getting shot down in the air, then the answer to that is 'yes'. As mentioned, the EU has in its operational inventory about 40-50 MiG-29s, a type operated by Ukraine.

How many aircraft are there in the EU that can be handed over without needing to retrain pilots or ground crew? Would assume the Ukraine needs stuff it can use now rather than wait for people to get trained up.
Maybe if the war turns into something long term then you might see Western aircraft being transferred.
But, they're going to provide the same amount of money for non-lethal, humanitarian purposes. I think this is a good compromise, it means other countries can, if they wish, focus their donations more towards the military end of the spectrum. Everything costs money, everyone is throwing money in the pot, everyone is helping.

The nuclear deterrent is always on standby, that's the point of it. The west will not strike first. The only way they get launched is if every nuclear armed mobile carrier, static launch site, nuclear payload bomber and nuclear launch capable submarine is verified as out of action.
And if that were the situation, they would not be needed anymore.

Apparently Austria and Malta are doing the same according to the statement on Ireland not funding 'lethal' equipment. We are however funding 'non-lethal' equipment.
The EU and US are doing everything in their power to escalate this it seems.
The Ukrainian Air Force is still operating. Russia's SEAD campaign hasn't been as effective as expected. Even this morning's strike against Ivano-Frankivsk Air Base, where the Ukrainian MiG-29s were operating from at the time, doesn't seem as if the infrastructure was too badly damaged. It did take out a number of aircraft though.
In addition, the MiG-29 was designed to operate out of austere environments. It doesn't need a lot of runway length to operate and as I said, Ukrainian pilots will not need to retrain to operate them. They've flown them for years.
