That dog won't hunt for several reasons.
1) They never repudiated the NATO standard of 2%. They simply failed to meet it.
2) They never had any issues with the amount of equipment they were buying. Obviously the Germans were happy to buy several hundred tanks, a half-dozen submarines, or whatever. Their possession when new and working was never a concern when 'mindful of their own history.' The lack of expenditure, however, led to the non-functionality of that equipment. Having all six submarines, or all 14 transport aircraft out of service due to lack of maintenance cause by lack of funding is not 'serving them well.' Even being unable to meet NATO force commitments is not serving the country well. When the political leadership commits to having 44 tanks and 14 IFVs ready for NATO service on a certain date, and only 9 and 3 respectively were considered fully operational, that's a problem.
3) The only reason one can say 'it served them well' is because, by the grace of whoever, the Germans didn't seem to need the equipment or personnel. When the nation is saying "Oh crap, we need EUR100bn right now and a permanent increase in the defense budget" it is an obvious admission that there has been a shortage. Had the kick-in-the-pants involved Germany directly and not Ukraine, the luxury of saying "OK, we can fix it" would not have been available.
4) Germany's modern history dates back to 1945. Its modern military history dates back to 1955. In all the decades from then until the 'peace dividend', the concept of Germany's military being one of the strongest in Europe didn't seem to have ruffled any feathers.

And if Russia don't want to be a total economic pariah for the next few years at least, they'll still have to give all of that territory back. But even disregarding that - say Putin can convince his people that the West is just victimising Russia - taking all Ukrainian land up to the Dnipro and keeping it would still be tough. It doesn't seem that all the locals would be that jazzed about living under a Russian occupation.
And furthermore, if Putin's so concerned about having NATO next door, then he would still end up with NATO next door, but the line has just been moved a bit further west.

I suppose it depends what you think winning looks like. The human cost could still be absolutely huge. I would be surprised if Russia leave (with Putin still in place) at least without annexing the two states to the east.
