Here's the reality: the Donbass puppet republics are run by a motely crew of Don Cossack mercenaries from over the border, and assorted Russian-leaning locals paid off by the Kremlin that would have been regarded as extremists before 2014. The Russian language issue was poorly handled, but Russian is the day-to-day language of almost every major Ukrainian city except Lviv. The notion that Russian first-language speakers were significantly discriminated against was and is boll*cks. Zelensky is a native Russian speaker for instance.
These two puppet states are concoctions of the Kremlin and are mini North Koreas on Ukrainian sovereign territory. There was, and is still is, no popular support for these areas to be cleaved away from Ukraine. A million and a half people have fled, mostly West to the areas of Ukraine the Kremlin has it are discriminating against them. There's an argument for some sort of Federal arrangement for Ukraine, but that's for another day. The puppet states will have to go.

The thing about Putin and legacy is that had this not have happened, his legacy in the west at least would have been quite good I think.
