There's little he can do as one toe over the border of any NATO country and they'll be on him. His plan did not account for outside interference and in his head it should be over and he has no forces where weapons would come in.

The US has plenty of regressive policies including the death penalty. The big difference here is a nation actively making a point of bringing back regressive policies because the globe is calling them out on an invasion. Also given that Putin has already killed political opponents, nothing to say he won't use Trumped up charges to get opponents executed.
But let's be honest, they've been abusing human rights for a long time under Putin. The ousting was pretty late in the day.
Just because the internet is shouting about it does not make it a foregone conclusion nor a quick one. They have a unique insight on war and very good reasons to have a block on weapons going to conflict areas.

As much as I despise Olaf Scholz's foot dragging over this, it is kinda hard to change 70 years of political precedent overnight.
Post-War Germany has always made sure to have an open line to Moscow ever since back in the 1950s, when Konrad Adenauer arranged for the release of the last 10000 German prisoners of war still being held captive in the USSR. Things kicked up a notch when Willy Brandt was elected in the mid 1960s and started his "Ostpolitik", a rapprochement with the USSR and Eastern European countries that saw amongst other things the acceptance of the Oder-Neisse line as the eastern border of Germany and Brandt famously kneeling at the memorial to the victims of the Warsaw ghetto. The back channels created during this time have served Germany well since and played a key part in a smooth reunification of Germany. It has been consistent federal policy ever since Brandt to engage with the USSR and later Russia politically and economically in order to keep that country involved in a post-war political system and thus prevent another major war on European soil.
When Putin originally came to power in the early 2000s, the belief in Berlin was that he would be just like Yeltsin, Gorbachev, Andropov and Brezhnev before him: Occasionally difficult to deal with, but essentially a rational and logical politician that could be reasoned with. By the time it finally dawned on Berlin that Putin may be a bit more than they could handle, it was too late. In a way, this war is actually good for Germany in my eyes, as it will force the decoupling of Berlin and Moscow, at least until Putin is gone and more rational leaders take over.
