Supposedly suppression and control of a hostile civillian population requires a 1:10 ratio. The entire Russian military is 1.1m. They would need 4.4m people. If you have to pay them €10 k a year, that's a €44b wage bill alone. That's about 3% of their entire 2020 GDP, which if the sanctions do anything like what they ought, should tank.
We had peace, Russia changed that with an unjustified war on it's peaceful neighbor.
