Putin won't be nuking anyone unless he decides he's had enough of this life and that his kids and grandkids should join him in the afterlife. He would need to simultaneously attack the US, France and Britain with Nuclear weapons and hope that none see his nukes before they get a chance to launch theirs. He will however hide behind the threat and will certainly move on the Baltics next. From there its possibly Poland and the rest of the old Iron curtain countries some of which are quite favourable to Russia. It would mean the end of NATO, the end of the EU (we are legally bound to defend each other) and who's to say he doesn't want east Germany back either. Millions dead, 100's millions left consigned to Jackboot misery and all because we're afraid to stand up in case he follows through on his nuclear threat.

Also, just in regards to WW2, European nations weren't cowering in fear of Germany. The actual knowledge of German military was mostly an unknown in 1939. Europe was fractured by competing views on ethnicity, national borders, etc, along with the fear of WW1 style casualties from warfare.
