Without outside military intervention in Ukraine, Russia can do what it likes unfortunately. They got away with annexing Crimea and that emboldened Putin. Putin seems to long for the days of the Soviet Union. I'm assuming if he moves on say Latvia then there would be military intervention? To leave Ukraine to the mercy of Putin because it's not in NATO does not reflect well on the world we live in.
