It's very easy to use the boiling frog psychology on the West, their multi channel 24 hour news cycles mean that the people get fed up of a story after weeks if not days.
So Putin signs this recognition of the 2 states. After a week the hyperbole dies down. In a month the states call for Russian aid, Russia goes in to help keep them 'secure', another 2 weeks of frantic media coverage. Then it goes away. Discredit Zelenski with a scandal. Maybe in a year they make an excuse to invade a little further.
It's puzzling to me that Russia has gone to this type of openly aggressive rhetoric when the sly approach has been working so well for them the last 15 years or so.

China literally came out during the week asking the Russians to calm down. They don't want anything to do with it.
