Zelensky to make a televised address to the Ukrainian people imminentely. A big moment for him. Does he merely condemn Putin's actions? Does he announce that people should prepare for war? Does he go further and order the Ukrainian military to begin returning fire along the line of contact?

No, not really but in a war that may last years, you need people to continue on as normally as possible despite the catastrophe happening around them, there's no use overreacting, you have to support the war effort and keep society together. You'll need all the morale you can get in the marathon ahead.
