C) Do neither, instead keep the bulk of these forces around Ukraine applying constant pressure. Interfere with airlines, shipping, trade, etc. Keep up cyber-attacks, etc. Put Ukraine in an increased and seemingly unending vice. Never sure when a full invasion could take place. Costs to keep the military there as opposed to elsewhere are minimal. Win-win situation for Putin.

The west need to decide on their next move. They seem to be flapping about, unsure of what to do next. Sanctions don't work, and will hurt the EU just as much. Arming Ukraine, but at the same time their economy is in the toilet... trillions of $$ in gas pipes running through the country, so the Germans in particular know there will be increased political pressure to appease the Russians very soon.

Let the argument about sanctions start, it's not a full invasion gives Germany The Dutch Austria etc a way to minimize them and leave work arounds.
Meanwhile cut gas, grain and fertilizer etc to Europe. That will have a globally significant impact, enough pain to go around. Export the vast grain it has to buy friendship in a world where food is once again viewed as essential and not a convenience.
They will pay a heavy price but they might well view it as acceptable and that the will to hit them hard and long term is not there.
If we let Russia chip away like that it will only be a matter of time before they are back for more and with there tactic tried and tested they would be more emboldened.

The west is quite happy for this to go on for awhile. Gives the Ukrainians more time to harden their defenses, pushes Europe to divest itself from Russian energy, and serve as a drain on their economy. I imagine there will be plenty of support for the Ukrainian government, low interest loans and the like, tied to further reform and anti corruption efforts.

It's highly improbable that they would move those sorts of weapons around, but their beef with the west is all about having NATO missiles and weapon defense systems too close to their territory for comfort. So you can never completely rule out the potential that Putin might like to point a few of his own weapons at NATO to return the favor.
But none of that means I expressly WANT any of this to happen. It's simply a theory on my part - a highly improbable theory. There's a big difference between saying what COULD happen, and what you WANT to happen.
