Fair point about the ferry company registration - I think when I travelled that route it was probably on B&I Ferries which was owned by the Irish government until sometime in the 90s. It would have made sense to have a policy to stop people buying in excess of duty-free entitlements.
From then on I just assumed that it was a policy of duty free shops to be narky bureaucratic bean-counters. A few years later in JFK I politely asked the shop-worker what was the max cigarettes he could sell me. Amused by his reply (in classic new york accent) whilst pointing at the shelves "Frankly sir, I couldn't care less if you buy the whole god-damn lot".
I worked on those ferries during the early 90s and it was driven by the govts and not the shipping companies. If memory serves me correctly I think the limit was 2 Spirits, 4 wine , 400 cigarettes or equivalent on cigars and 10 slabs of beer, cider etc., and perfumes.
We were advised to check and write off boarding cards as each person purchased their quota.
At the Kish lighthouse entering Dublin or Dun Laoire we would shut shop, do a 'customs count' of all the onboard stock left, seal all shops, bars etc and fax the figures to Revenue prior to us docking. Customs could then do a check and break the seals and do a physical check themselves against our declared figures. This was repeated on every sailing both entering Ireland or UK waters.
This was great revenue to ferry companies. I worked in the cash office and we would bank our monies every 24 hours in Dublin when Securicor would come onto the ship and collect it.
I remember even now handing over between 45k and 60k in currencies ranging from Irish punts to Swiss francs and Aussie dollars.
One benefit of duty free was 'the crew bond'. We would join on a Wednesday and purchase 400 cigs for £8 and slabs and half bottles of spirits for little or nothing. We couldn't drink on board as it was a 'dry ship' but we'd take it off with us. If ye crossed the storekeeper's hand with silver however you could always get more.

Same price in dunnes, which is a reduction
you can take it that if tesco have a "reduction" then the real price is the reduced price. It's not worth €12 - but is ok at €8. Its a beefy spanish tempranillo. You'll get similar in Aldi for €8
I have never understood why the ccpc don't take actions again pretend rrp prices that permeate retail stores - especially Tesco and their wines, but mostly furniture stores.
So when tesco say 33% off or half price - just assume that they increased the price by 50% or 100% in order to make fools of their customers who think they are getting value.
The real value in wines is aldi & lidl in their 7.99 to 9.99 range.
Also in Lidl, 4x330ml Franciscan Well Rebel Red down from €10 to €5.79 today. Price sign indicated its until Feb some time.

There's a LIDL in Buttercrane Centre in Newry, wonder what the beer selection is lik there? LIDL Ireland is one company for ROI and NIRL stores so expect they should be the same as pre MUP up north.
A hard pill to swallow when you could get 48 Carlsberg for €20 on New Years Day.
