Any Country can ban any person for any reason it sees fit, except in legitimate cases of asylum being sought.
Obviously there are other exceptions such as common travel areas and free movement under bilateral treaties, but no such arrangements are in place between Serbia and any of the other major tennis venues, France, Britain and the US. He could find himself in a very difficult position for the remainder of this season at least.

That can come across brilliantly if delivered correctly but this fella is shocking to the point that the judges are likely looking at him thinking is he going to actually form an argument or try to bore them into submission.
