At the time of application it is made clear that you must fulfil the requirements of the visa. He didn't.
timeline is weird for sure if that's the date of the test that he's relying on
I don't know the exact ins and outs of PCR tests but you can test positive after you're not infectious also but you'd surely expect Djokovic to have an earlier test in that case?
If that timeline is true regarding application deadline and positive test, then his medical exemption should be null and void as he tested positive after the application deadline. It really does look as if the medical exemption process was not fit for purpose, if the above is true, it's no wonder he was stopped at the border as that exemption looks like it's not worth the paper it's written on and wouldn't stand up to much scrutiny. Still with the way this is going wouldn't be surprised if he does manage to get in, it's a pure and utter shambles on both sides.

just apply for a visa online normally.
normally you state your passport number, details etc - you don't have to submit anything else at that point. or that you had Covid or not.
someone on his team would apply for a visa online even if he would be going eventually or not.
you can and will be checked for meeting the country requirements on arrival - where it came to a head obviously
Not at the time he applied for his visa he didn't. That was in November.
Must have got a deadline extension then if that's the test he's relying on?

It is unclear from the court filings if December 16 is the date the PCR test was administered, or when Djokovic got his results back.
He met the Australian requirements as were communicated - doubt that will make any difference with the judge on Monday somehow in any case

Deadline date was the 10th December. If he had a COVID test on the 16th, he was too late anyway. All seems very suspicious, apparently he was out and about on the 14th, and 16th in public with no mask. Going to be hard for an Australian court to rule against all this, particularly since they have now kicked Voracova out for the same thing.
He applied for his visa on 18th November.
The deadline for exemption applications was 10th December.
Yet he apparently tested positive on 16th December. How can an application based on a prior covid infection be valid if he got covid after the fact?
On 17th December, when he was supposedly covid positive, he attended an event for young players where he handed out awards and posed for photos. Maskless, of course.
He's either lying about having covid in order to enter Australia, or he's an irresponsible d**k who was happy to spread it around to anybody he came in contact with. Both are a bad look for him.
So, it's clear now that the "stories" put out by the Australians that he had the wrong visa and then that they didn't believe his proof for exemption and even that he was lying were surprise surprise, complete horseshit

Also, Djokovic hasn't traveled on a regular passport for 10 years.
So technically, this is also a diplomatic incident between Australia and Serbia. 🙃

If this bit is being accurately reported, then it's something I wasn't aware of before:
"The application says he received a document from the Department of Home Affairs on 1 January telling him he met the requirements for quarantine-free travel into Australia."
Up to now, I'd thought he'd only been given clearance by the Victorian State Government.

They were told that they met the criteria, got their exemption AND visa and were told that they were all good to go.
Can never be too sure of these things, circumstances can change as he is finding out now

It seems from the letter dated 29/11 that the fault lies with Tiley. Novax then announcing it to the world sparked the subsequent furore.
Knowing the criteria and meeting it are two different things and can be interpreted differently, so there was no guarantee that he would meet the criteria, he left himself in a vulnerable position, it was basically out of his control. Look there's obviously been a major F up on the Australians side of things, and looks like thay are making an example of him, but, there was a more straightforward and easier option available to him

the people applying would have to have been given some idea of the criteria would be a pretty obvious thing I would say.
My point was he ran the risk of being refused an exemption in the first place as happened to others. Not sure why you're on about a wad of cash, are you insinuating that Djokovic could have bribed someone?
The State Government were involved in approving things also.
The Federal Government openly voiced support for the process.
Mis-communication and laziness (not many people like reading turgid documents with clauses and lots of abbreviations) is the simplest and most obvious answer.

It baffles me that the players/their teams seemingly relied solely on Craig Tiley/Tennis Australia to get the go ahead to travel. Surely you'd want to see the permission directly in writing from an official government source? Particularly in light of how strict everyone knows Australia have been about letting people into the country throughout the pandemic? I mean of course Tennis Australia should be a reliable source, but surely someone would double and triple check these things? Strange all round.
