It isn't a "conspiracy theory", implantable microchips have been around for quite awhile.
The conspiracy theory is that evil governments will force their citizens to get microchips so they can be tracked and "controlled" for unspecified vague reasons which no one can ever explain. So any time any story comes up that involves the words "implantable" and "microchips" some conspiracy theorist invariably posts it in order to point at some conspiracy they can't even explain. It's as stupid as it is predictable.

The same claims were made about a private company trying to sell their app a year or so ago. I don’t recall the app being successful at all, as in it got no sales.
