Im not sure it was on a whim - apparently in the pre race meeting the drivers were told that they will be looking to finish the race under a green flag if at all possible, so Mercedes would have certainly been aware of this as a possibility.
Their problem was because they didn’t bring Hamilton into pit under the VSC earlier, any safety car meant they were doomed at that point, really.

Oh I do agree on that arguement. It wouldn't have changed who was between Max and Lewis though, as that poster was alluding to. (Regardless of the race needing another lap to clear them)

Not if they allowed them through at the same time as those between Lewis and Max. They were on the back straight then. Still half a lap to go behind the SC.
Masi has completely went on a whim with this and, as I pointed out earlier, everyone is talking about him and what he did rather than what Max did.
No sport should ever be about the officials - across the board. Especially crucial events like this one.
Max won and that should be it, but Masi's incompetence and indecisiveness has ruined it.

It was on a whim, because he decided earlier that no lapped cars would overtake so they could get that one lap at the end, and then halfway around lap 57 decided to go back on that and the cars between Hamilton and Verstappen overtake and bring the SC in.

Would Verstappen have run out of laps by the time this done for all back markers to pass ,suppose don't matter now.
The race director is entitled to change his mind. if anything this sport has told us, it is the very complex and dynamic nature of the sport and its people.
My favourite part of all this is the foreshadowing where Wolfe instructs the race director not to give them a safety car earlier on

And goes against what all teams agreed on, end the race under green flags, which gave him the mandate to do what he did regarding back markers and restart.

I think Brundle was referring to the regulation which says the safety car has to come in on the following lap if allowing any lapped traffic to overtake, which we subsequently know Masi can change if he wants.
Strange thing for me is that Toto was nowhere near the appeal. There was 3 mercedes lads and Toto wasn't one of them. I actually haven't seen him since the race finished.

I think the initial decision to not allow lapped cars overtake was that Latifi's car had not been cleared yet, so for safety really.

Having looked at the Regulation again I don't think 48.12 ever fully applied.
The "LAPPED CARS MAY NOW OVERTAKE" message was never sent to all cars so the second part of the rule didn't apply. 15.3 gives the Race Director full authority over the use of the safety car and as such his decision to clear the backmarkers between Hamilton and Max was under that and not 48.12. Then once the "safety car in this lap" message was displayed 48.13 applied and it has to come in.
