The race director went against fia rules.
The regulations does not say only some cars.

I reckon a 10s penalty for Masi is fair. After all, it's already been established at Silverstone it's about the mistake not the consequence of the mistake.

Anyway, Merc are in the right with their protest, Masi compromised the rules, my guess is it'll be a count back to the moment before the Safety Car was deployed.
Few thoughts:
Despite many saying it should have been red flagged, you can’t red flag a race on racing rather than safety grounds, and it would have had the effect of neutralising Red Bull’s legitimately gained tire advantage.
I accept that the rules were not followed: not all the lapped cars were released and the race should have restarted the following lap. But, while I feel great sympathy for Hamilton about the inopportune safety car, it seems to me a weak defence to be relying on technicalities to have kept a faster car behind.
Masi has shown himself out of his depth and an obnoxious communicator. But it’s probably wrong that he has to deal with team principals over the radio while trying to make important decisions.
Dont think it did though, Max had him on toast the minute that decision was made
well surely the FIA will take more than one angle to determine whether max was actually ahead.

What's the basis for that? Under which rule or regulation? You can't claim Masi broke a rule and the only way to fix it is to make up another rule.
Thought surely Lewis could have defended an overtake better by forcing max to his outside instead of leaving a gap that big on the inside.
I can see why bed be gutted by how things worked out better today for max but the race is over now and only a shìtshow having things in the courts afterwards.
I think that nothing good will come from this protest even if it is successful. Mercedes will look unsporting if they get this.
At most he'll get a reprimand. It didn't affect the outcome and Hamilton was braking a lot anyway. Ultimately Hamilton was ahead going over the line on the last lap so made zero difference.
Unless of course Lewis brake tested Max like the other way around in SA.
But regardless, you can overtake a car under safety car once you don't overtake and keep the position. You see it all the time when one car drops back for whatever reason) and the car behind overtakes momentarily.
That all lapped cars unlap or none. Not just the ones in the way of max.

They'll need 2 seasons next year, drive to survive and drive to win.
If they give Verstappen a penalty for being a few cm ahead for a few tenths of a second, with no lasting advantage then it makes a mockery.
There was no lasting advantage and he gave it back. When the race restarted Hamilton was ahead by a decent distance, so therefore Verstappen gained no advantage.
Any other decision is a joke.
That's irrelevant though to the decision though. Why should Masi take account of one car being in better nick at that point?
Or... Not make up rules at all. The race should have finished under yellow, unfortunate as that would be for max and neutrals. To make up rubbish to give max an advantage and 1 last lap was a cheat of a call

No gamble he was covering off Verstappen's early stop and maintaining his track position in the lead so he couldn't take any risk of ending up behind Max on fresher tires incase of any accident attempting to overtake Max later in the race
It was Masi's responsibility to let ***ALL*** cars reset their positions before the green flag was waved. Thats the rule. ALL or NONE.
If that was not possible to happen before running out of time, then he should have let it run out of time and the race would have finished behind the Safety Car. Its nobody's fault that the Safety Car incident happened so close to the end of the race, thats just life.
Ask yourself what would have happened if Latifi binned it with 2 laps to go, then apply your answer to what did actually happen.
This race was neutralised the moment the Safety Car button was pressed and Lewis Hamilton and Mercedes are going to be the World Champions in both competitions.
