The FIA knew Max was likely winning if they restarted, and they know Lewis was definitely winning if they didn't.

Did they clear all of them, or just the ones in front of Max?
Then dont let the lapped cars change at all. Removing only the ones between them is not process and a disgrace.
I think it's contentious because the FIA only let certain cars unlap themselves and not all the lapped cars.

The change of tyres was key, Hamilton should have came in, changed them too, yes he's be second, but he'd have a chance on good tyres
