Copy the portion from someone's post you want to quote.
Paste in to new post, or your quote response.
Highlight the text you want to identify as a quote.
Click on the icon outside the quote box beside the text, click on the apostrophe marks, click on quote. See image below for reference. All this is on pc, not sure about mobile.

Not a hope on mobile as far as I know.
It works the same way on mobile, copy and paste the bit from a post that you want to reply to, paste it into a new reply. Highlight it and then hit the same icon Tell me how has indicated and select Quotation mark. The only more tricky bit, at least on my phone, is that when I select the text pasted into my reply box, I also get the 'Cut Copy Select All' pop up as well.
And if you want to display the user name of the person you're quoting (and have then get a notification if they have those set up), hit the "@" symbol, start typing their name, and select it from the list, like so:
@Coillte_Bhoy
So the only things missing in comparison to a proper quote are a link to the original post, and the time stamp.
Still awful though, not being able to edit replies without copying, pasting etc. Shambles. The time is still even wrong on the site. A sh1tshow.

That is MUCH easier than the way it worked before... at least that's one improvement
