Who said one was "structured" and the other was not? From my own experience the main difference was closed bars in Croker not sure how a music even would work.
How is Croke Park sport 'structured' and a music event not?

I'm a sports fan as well as a fan of the arts and this makes no sense from government. I am at a loss trying to understand why they have allowed this but banned entertainment events.
