I'm going to throw a wild guess out there that the larger saloon and estate ID models will be built in Emden as well VW is playing the safe game in the US regarding EVs, they'll have a plant producing enough to meet the current demand in the US but they have battery contracts and factory capacity in place to scale up when demand takes off Their main focus is Europe however, and always has been
