The Second penalty was certainly black card territory but I reckon the ref felt because he only gave a yellow the other end, he couldn't give one out on the second occasion. Not sure why they feel the need to continually tinker with the rules each year TBH. Is it a case that they now feel they have to introduce a rule change every year?. I don't think the rules of play are near the biggest issue facing the GAA at the moment. They would be better concentrating their efforts on structures and parity.
