Can I convert my Attic?

My attic is approx 50ft in length and 25ft wide , i'm considering having it converted to a habitable space , maybe one bedroom and tv room with some storage, unfortunatley the height of the roof is only 7ft from the top of the ceiling joists to the middle of the roof , I believe it needs to be 8ft or very close to it to adhere to the regulations, it's a 3 bed single story detsched bungalow with a hipped roof, what would be my options here? I don't mind the whole planning permission thing , I just don't want to spend mental money on it, my budget would be 25000 to 30000.

To official habitable space, no.
You need 2.4m as a % relative to the height at 1.5m.

I totally agree with you on this.
However, I raised concerns for a client when she was buying a 2002 dormer bungalow. It had a 9' ceiling downstairs and a 7' at ceiling level on first floor.
The seller's engineer stated that the ceiling height was "not non-compliant "
Very strange use of words !
The client really wanted to buy and met the Building Control Officer.
He confirmed in writing that ceiling height in Part F was a recommendation only. Client proceeded to buy the house and could not understand my interpretation of the Regulations.
