If by "Power Steering Malfunction" you mean gob$hite behind the wheel then yes, that is what it was. He lost the back of it while accelerating a bit too aggresively.

Yes, if he knew how to activate it.

The car does have it, but it also has a mode for turning it off, Sport / Track Mode i think it is, and he appears to have had it set to this and not the normal Drive mode, which would have the TC on.
