I went into BIOS and restored factory settings, and it powers up. Drivers installed, Watch Dogs redeemed, and a 12700 score in 3DMark (used to be 8600). We don't have anything with RTX, as far as we know. P.S. Do not worry, he is getting a (mostly) new PC for this GPU. Parts are ordered, some arrived, some not yet. Still have to buy a CPU, but waiting for the Zen 3 launch. He will keep his RAM and the non-boot drives, and everything else will go on adverts.

However, as far as I understand it, the rating is the measure of efficiency, e.g. how much power the PSU draws from the wall in order to provide the 750W requested. It should have no impact on how much power the PSU provides to the PC.
