The Council (in essence the member states) is the most important body for a reason. The member states delegate certain individuals to run the affairs of the EU - akin to a civil service. The fact that commissioners can not be withdrawn by the member state is a simply practical element as otherwise there would be too much dysfunction. Thankfully all the member states have agreed that this is the best way to work.
