Its held that Gardai, to keep it local, have a responsibility to not only third parties but also the suspects safety both during the interaction and after it. Therefore the 'IFS' come into play. IF the Garda allows the drunk to walk home and he gets hit by a car, the Gardai is investigated for negligence.
