How does this work again - I can fly over, speak to her and she will ask if she can come live on my island? Does this work if I have a full compliment of lunatics villagers already?

Yep that’s how it works, but she will only move if you have a vacancy. It’s only campers that will replace someone else.

There's a flag in the save file apparently for an ATM app. I haven't unlocked it and I can't see it anywhere in the book miles list...

Hmm, does the shop have to be a certain distance from the plaza?

I did up an area using the cliff designed so that the shop would be in front of the plaza but above it. But it's not letting me move it now, saying it's too close to it

it's not ON the plaza; otherwise I couldn't have put the second level up.
