Responsible, yes. To blame, certainly not, unless you are sinisterly suggesting they did it knowingly.

As to PPE shortages, I suspect we will end up with an inquiry into the whole issue. So we will find out exactly why...hopefully.

You’re correct that no one is to blame for the virus. The whole world was caught out. It’s nonsense to expect any healthcare premises to have an inexhaustible supply of anything, be it PPE, bedding, furniture, etc.

I am only too well aware of the problems in care homes. You seem to be absolving the management of all blame for failings.
