It will massively decrease the inefficiencies and waiting times. Again, need to get this past the unions 9) cut medical cards drastically. Education and awareness leads to less people in the GP waiting room wards. Who would you cut them from? 10) Charge 300euro for each A&E visit by drunk people. I see some merit in this. But what about the likes of chronic alcoholics? I've many more.
