The end customer in this case is the EV network provider not the guy charging the car. For example, an energy provider has to charge you for the energy you use and the CRU regulate that price. An EV rapid charge point operator can decide to charge you per kW, per min, have subscription charges etc and none of that comes under CRU remit as the operator is not selling you electricity, they are selling you access to the charger.
