Eir threw a grenade into the process earlier this year by claiming it could complete the project for less than €1 billion, a fraction of the current estimate.

Sources say communications minister Richard Bruton intends seeking approval to sign the contract at the cabinet meeting on Tuesday, November 12. He is expected to sign the contract with National Broadband Ireland, a firm established by preferred bidder Granahan McCourt, headed by Irish-American entrepreneur David McCourt, on the same day. Last week Bruton’s department would neither confirm nor deny it is working towards this deadline.
