That's not how it works though. There's a process of investigation and then putting together the articles of impeachment. It would be premature to vote now, given the circumstances.

Except that he did obstruct justice, and they did not vote to begin impeachment proceedings; namely because the GOP refuses to believe the evidence in front of them, including efforts in broad daylight to kill the special counsel investigation of himself and a multitude of attempts to hide evidence from Congress.

Campaign finance law: you can't solicit anything of value from foreigners in relation to an election. Dirt on a primary candidate, much less a leading one, qualifies.

If Mary Lou was running for Leo's job and Leo asked the UK to investigate Lou based on scurrilous rumors I really don't think people would be creaming to congratulate him.

He could certainly petition one of his committees to issue a subpoena, sure. He doesn't have unilateral power to do so (frankly neither do Nadler or Schiff, etc. afaik about House Rules)

Which is again fruitless if the GOP is not on board or even receptive to it. Thus the raison d'etre of the impeachment inquiry is to pile on more damaging discoveries much to the point where Republicans cannot continue to deny them.

Odd way to look at it, given that for 2 years Democrats have not been given access to piles of redacted evidence relating to Trump. The drama surrounding the Nunes/Schiff memos should have made this point clear. In short, Republicans didn't mind it when they thought they were the only ones that would have hands on the menu - that's when the House flipped.
