the big confectionery manufacturers had an agreement with the EU, or various governments, or some busy body do gooders, that they would reduce a bar to below a certain number of calories.

They started by taking out a lot of the sugar and other tasty, but otherwise nasty stuff that none of us are supposed to eat any more, until they got to the point that the only next step was to reduce the size of the bar itself.

If you're willing to pay €2+ a bar for it.

The price point is whats causing them to for cheap filler; people will stop buying bars over a certain price on impulse. Its about €1.30 here. So they get worse and get smaller to keep under that price.
