After some reading it appears roles irrespective of title are very different between organisations so perhaps there's an element of the Wizards job that he currently doesn't have power over in Toronto that he would like to dictate. I was always under the impression the president did X and GM did Y with roles and responsibilities being ubiquitous across the league.
