Is there a written agreement regarding that?

I was keeping an eye on the mobility advertisements as I thought if they weren't filled, they would have to be offered to the open panel.

If they are, they shouldn't be.

"Where vacancies are filled by Principal Officer mobility, Departments/Offices will reduce their liabilities to open Principal Officer panels by the same number."

It is on the website of the Department of Public Expenditure and it is only applicable if the vacancy is actually filled.

So if that is being done by Departments, it's a con-job.

According to the figures (see posts earlier on), there is a liability of 380 to the open panel. It is self-evident that there is no way PO mobility and specialist recruitment at that level would come next nor near to making up that deficit.

I repeat, the AHCPS said as recently as mid October 2018 that there was no closure date specified, and informed DPER that it is desirable that a closure date is specified for future competitions.

DPER advised that such panels usually exist for in or around a two year period.

I heard a probably unsurprising rumour that Brexit could put a spanner in the works of any new appointments depending on how it pans out. That said, I have noted a number of vacancies at PO level in my Dept. that have yet to be filled or attempted to be filled.

I'm not sure tbh. Maybe more a "let's not spend anything or commit to spending just in case", for all staffing grades.

I recently spoke to someone working in PAS and they suggested there would be a new PO competition "in early 2019". I got no more detail than that, and no mention of what happens to the current panel I'm afraid.

Were there any stats produced around the mix of internal and external (ie non CS) candidates at each stage of the panel - ie the mix that applied, got shortlisted, got appointed to the PO(higher) panel/positions, got appointed to the Counsellor panel/positions and got PO appointments? Or do they release that level of data?

Somewhere earlier in this thread I read that less than 10 were non-CS.

23 remaining on the panel from 78. That would point to 55. If the panel is at 63(ish) it would point to a few that are waiting on regional appointments.
