By the time the 8400, or any CPU based on that socket that could be purchased 2nd hand down the road (say, an 8700 or 9700K, or 9900K) becomes obsolete or poor for gaming, the Ryzen platform would be in the same boat anyway. It's not really going to make any difference either way on a 60hz monitor.

Exhausting air out the back of the card helps in cases with poor airflow since there is no hot air blown into the case; conversely, it is exhausted outside of the chassis. On the other hand, the volume of that air is usually so small that the single tiny fan must spin much faster to cool the GPU properly, meaning most blower style cards are susceptible to higher temperatures and noise levels compared to their competition.
