I read recently that usually Presidential pardons are vetted by a committee before they are brought to the President for the actual signing of the pardon. There have obviously been exceptions to that in the past - Bush Jr and Clinton both pardoned people personally in the latter days of their Presidencies (Scooter Libby for one) , but Trump is the first to pardon people so early in his tenure , he's also never spoken to the Pardon Committee for any of them.
