Closest I can get is:
9 + 6 + 6 = 21
50 - 4 = 46
46 * 21 = 966

If accepted:

(50+4) x 6 = 324 + 9 = 333 x (6/2) = 999

Not where you got 13 from, plus 8 is used 3 times. I thought you could only use a number one time.

Solution was actually (( 7 x 3) x 25) - ((8 x 4) x 6) = 333

Which uses all numbers, but one time only.
