1500 fine and 2 year ban for that woman seems a bit harsh but then again there might a reason she doesn't have a license after 5 years. Maybe shouldn't be on the road.

Totally agree, no consistency at all. I know people who are positively lethal drivers who have passed a test.

40 hours at the controls is long enough, at the price they are.
There's another 20 hours of ground instruction needed these days, iirc.

Only a fool thinks they know how to fly after the 40 hours, though.
