If Sky eventually offer their services over OpenEir's FTTH network, then that may be the first provider to be properly unlimited on the network. With Eir the install costs are free, with Digiweb it is 200 euros. However the router provided by Digiweb is much better and they give you the full speed of the package. e.g. the 150/30 package hits 150/30 on speedtests, with Eir it hits approx 146/28 Eir's network is probably better for extremely low pings tho.
